    CLOVIS — Law enforcement evacuated the Curry County Courthouse and closed off a two-block perimeter near downtown Clovis several hours Friday afternoon before a bomb squad determined a suspicious package found outside the Dan Buzzard Law Library was not an explosive device.     CLOVIS — Roosevelt County Sheriff Malin Parker has returned to work after a self-imposed leave following his Jan. 15 shooting of a criminal suspect in Portales.     PORTALES — Thursday’s mineral oil spill in Portales could potentially cost the city $40,000 per block in road repairs. The incident, called vandalism by officials, saw a massive amount of mineral oil leak from a J.D. Heiskell feed manufacturing facility into a 3 1/2 block radius in downtown Portales.
