Unfortunately, a lot of them aren't likely to do anyone any good, except perhaps as employment insurance for those bureaucrats already employed or hired to enforce them.     Of great interest to me has always been life of the Comanche indians on the Llano Estacado, an enormous tableland in eastern New Mexico and western Texas. Comanches made up a vast tribe consisting of at least 13 bands of Indians who held the Llano Estacado as their Southern Great Plains stronghold from the early 18th century until their defeat in 1874.   • City collects twice the cash for crime victims

    District Attorney Matt Chandler says his office has more than doubled the amount of cash it collects this year for restitution and other services that aid victims of crime in the 9th Judicial District. A press release from Chandler on Thursday said $77,152 was collected in by his office in 2012. Of that figure, more than $62,000 was restitution returned to local victims of crimes such as embezzlement, fraud and criminal damage.     The Portales City Council will be looking for retiring City Manager Tom Howell's replacement sooner than later. At Thursday night's city council meeting, Mayor Sharon King and councilors approved changes to the city manager job description, one of the last steps they're taking before opening the search.
