    A new network of small, rural hospitals Roosevelt General Hospital is participating in should provide cost savings, more information resources and an opportunity for more services, the RGH CEO said. Seven rural hospitals with less than 50 beds received a federal grant to plan the policies and procedures of the network, said RGH CEO Larry Leaming, who has participated in such networks in other states.     Region IV housing office closed The Region IV housing office in Clovis, located at 600 Mitchell Street in Clovis, was closed Friday. Chris Herbert, Executive Director of Eastern Regional Housing Authority in Roswell, said the Roswell office took over supervision of the Mitchell Street office in 2009 when the state was consolidated from seven regions into three. “The regions were consolidated in 2009,” Herbert said. “It’s just east, west and a northern region.     Nearly half a century after the idea was conceived, eastern New Mexico entities have planned a Thursday groundbreaking on the Eastern New Mexico Rural Water System — also known as the Ute Water Project. An 11:30 a.m. groundbreaking is set for Ute Reservoir, on N.M. 522 about two-and-a-half miles west of Tucumcari. Many city, state and federal officials will be on hand, including Sen.
