    A new youth shelter facility opening in Portales this month will give children who are out of options a safe place to live. The new Bonem House will open July 18 in Portales as an eight-bed treatment facility for children between the ages of 7 and 12. The just-completed facility located at 1111 W. Fir St., was built by Roosevelt County with funding through a state Community Development Block Grant.     A shortage of blood donors recently hasn’t left local hospitals lacking yet but the trend has area blood service providers concerned enough to step up their efforts. United Blood Services of Lubbock which provides blood to Portales, Clovis, Hobbs and parts of West Texas has recently gone on critical appeal for blood.     A 105 million-gallon per year ethanol plant will be online in Clovis by 2007. Construction will begin in October. The plant is a joint venture of ConAgra Trade Group and the Carlyle/Riverstone Renewable Energy. It will be located at ConAgra’s Peavey grain elevator property on U.S. 60/84.
